Dr. Fletcher is a graduate of the University of Texas McGovern Medical School at Houston. He has been a member of UTMB faculty since 2016. He is a board‐certified psychiatrist who provides individualized care to adult patients both in clinic and in the hospital. He focuses on understanding his patients’ specific needs and concerns with the aim of minimizing the use of medications to achieve long‐lasting mental health. He is particularly interested in the growing use of genetic testing to optimize treatment decisions and avoid side‐effects.

In addition to caring for patients, Dr. Fletcher trains and supervises new resident doctors specializing in psychiatry. He introduces medical students to the latest medical research on mental illness and guides them through the fundamentals of performing thorough and accurate examinations. He won the Department of Psychiatry residency teaching award in 2017, and he currently serves on the department’s Quality Improvement Committee.

Dr. Ruth E. Levine is the Clarence Ross Miller Professor of Psychiatry and Behavioral Sciences and the Associate Dean for Student Affairs and Admissions at UTMB. She has been a faculty member since 1991. In addition to her administrative and teaching responsibilities, Dr. Levine maintains an established outpatient practice within the Psychiatry department with a specific interest in mood and anxiety disorders. Dr. Levine is also a certified therapist in Cognitive Behavioral Therapy since 1995.

She was born in Albany, New York. Her bachelor’s degree in Liberal Arts was received from the University of Texas. She received her medical degree from the University of Texas Medical Branch. Dr. Levine completed a one‐year internship in Internal Medicine at UTMB, followed by a three‐year psychiatric residency at Boston University’s School of Medicine. Dr. Levine maintains memberships in several scientific societies. These include the American Psychiatric Association, The Team‐Based Learning Collaborative (TBLC), and the Association of Directors of Medical Student Education in Psychiatry. She is the Past President of the TBLC and is currently the Associate Editor of the TBL collection in MedEdPORTAL, the journal of teaching resources administered by the AAMC. She is also active within the Association of American Medical Colleges, where she serves as a coach and advisory board member of the LEAD (Leadership Education and Development) Certification program.

Dr. Levine has been the recipient of numerous honors. Some of these have included UTMB Dean’s Award for Teaching Achievement, the American Psychiatric Association’s Roeske Award for Excellence in Medical Student Education, the University of Texas System Regent’s Outstanding Teaching Award, and ADMSEP’s Sierles award for Leadership and Excellence in Psychiatric Education. She was the inaugural director of UTMB’s Academy of Master Teachers and is a member of the University Of Texas Academy Of Health Science Educators.

Her publications are numerous and include articles in peer‐reviewed journals, chapters, books, educational materials, abstracts and professional presentations. She is best known for her work in Team‐Based Learning. She co‐edited the book “Team‐Learning in Health Science Education’ and has provided faculty development in TBL for teachers in medicine, nursing, pharmacy and other disciplines nationally and internationally.

Dr. Mosavi graduated from Texas A&M University with a degree in Biomedical Sciences in 2015. He received his medical doctorate from UTMB in 2019 and went on to complete his Psychiatry residency training at UTMB.  He then joined the UTMB Department of Psychiatry and Behavioral Sciences as Assistant Professor in 2023. 

 Dr. Mosavi provides outpatient psychiatric services with a dedication to patient-centered, evidence-based care. He received an award for clinical excellence during his residency training. In addition to clinical duties, he is actively involved with medical student and resident education

I am from Anaheim, California although my family has resided in Arlington, TX for about 15 years. I completed University of Texas at Arlington for undergraduate and UTMB for medical school. My interests/hobbies are cooking, baking, table tennis, snowboarding, traveling, and spending time with my wife. I choose Psychiatry because it was an opportunity to talk to patients, hear their stories, and offer treatments to help their day to day life.

I choose UTMB because:

Derek Neal is a board certified psychiatrist and member of the faculty in the department of psychiatry at the University of Texas Medical Branch (UTMB) since 2014. He has also served as associate training director for the psychiatry general adult residency training program since 2017. He is a clinical provider for patients with mental illness and is also involved in residency training and education, medical student education, and other administrative duties. He has research interests in the collaborative care model for mental health care delivery and in physician burnout and wellness initiatives.

Dr. Neal completed his undergraduate degree in Biomedical Science at Texas A&M University in 2005. He then attended medical school at Texas Tech University Health Sciences Center (TTUHSC) and graduated in 2010. He then completed his psychiatry internship and psychiatry residency at UTMB with graduation in 2014. He was born in Houston, TX and raised in Clear Lake City, TX.

Rocksheng Zhong, MD, MHS is Associate Professor of Psychiatry and Behavioral Sciences and Director of Forensic Services at the University of Texas Medical Branch, as well as Lecturer in the Law and Psychiatry Division of the Yale School of Medicine. He completed medical school at the Yale School of Medicine, general psychiatry residency at the University of Pennsylvania, and forensic psychiatry fellowship at the Yale School of Medicine. He is board certified in general psychiatry, forensic psychiatry, and addiction medicine. Prior to joining UTMB, he served as Medical Director of Northern Arizona for Southwest Behavioral and Health Services, where he supervised the treatment of serious mental illness and addiction and was a court-appointed psychiatric examiner for Mohave County Superior Court civil commitment proceedings.

Dr. Zhong's research focuses on the intersection of psychiatry, law, and ethics, with particular emphasis on decision-making capacity and competence. He has written, taught, and presented on issues concerning medical ethics and mental health ethics, including informed consent, physician aid in dying, guardianship, and remorse. Dr. Zhong maintains a clinical practice in general and forensic psychiatry. He treats patients with mental illness, such as major depression, bipolar disorder, schizophrenia, trauma-related disorders, anxiety disorders, and personality disorders. He also provides expert consultation to attorneys and courts about cases involving psychiatric disorders, addiction, and behavioral health problems. He has experience and training in a range of forensic topics, including competence to stand trial, criminal responsibility, insanity defense, sentencing mitigation, risk assessment, civil commitment, testamentary capacity, guardianship, psychiatric malpractice, disability, and fitness for duty.
