UT System Employee Advisory Council

Tilly Clark serves as the Director of Presidential Affairs for the University of Texas Medical Branch (UTMB Health). She plays a pivotal role in supporting and coordinating the various functions and initiatives of the UTMB President.  She serves as a liaison between the President and a wide range of internal and external stakeholders.

In this role, Tilly maintains oversight for the operations of the UTMB Office of the President – Special Use Facilities, including two historic properties and four conference facilities on the Galveston Campus. In addition to the business operations, she manages executive events and facility tours, as well as personal and private events for UTMB's faculty, staff, students, Development Board and President's Cabinet members.

Tilly’s appointment includes leading the UTMB Employee Advisory Council as a Consultant. Prior to this appointment, she served as Chair for two consecutive terms and Vice-Chair for two consecutive terms. Currently, she serves on numerous committees throughout the institution and on community organization boards.

She served as Chair of the University of Texas System Employee Advisory Council for FY2024 and served as Chair for FY2020 and FY2023. The council consists of a select group of representatives from each of the 14 UT institutions and UT System Administration and they work with, and on behalf of, The University of Texas System in which they meet and make recommendations to the Board of Regents regarding issues of importance to the employees of UT System.
